Flood and Water Management Act 2010

just want to know what has to be considered before starting construction?

The property in the 100 year flood plane map and is at "high risk", but their is houses around the lot.
Since their is houses next to the lot, you could not elevate the entire lot because the run off water would go into the neighbouring lots.
What additional design/cost/materials would be needed to elevate the house to prevent it from getting flooded?

Should I just not consider this at all?

Any help is welcome.
